Thomas R. Fox’s Deluge Before Dawn Book

There is a category of book that an author is uniquely positioned to write, not because of their credentials or their expertise, but because of where they were standing when something happened. Thomas R. Fox was standing in Kerr County, Texas, on July 4, 2025, when the Guadalupe River flooded with a force that no one there will ever fully leave behind.

That position is why Deluge Before Dawn: Heartbreak, Survival and Resilience After the Guadalupe River Raged exists. And it is why the book reads differently from anything else Tom has produced in a career that has included multiple books on risk management, compliance, and institutional leadership.

The Most Emotional Writing of His Career

Tom has spent fifteen years as the Voice of Compliance, building a body of work that examines how organizations make decisions under pressure and how accountability functions in the aftermath of failure. That work demands rigor, precision, and the ability to hold complexity clearly enough to explain it to others. It has never demanded what Deluge Before Dawn demanded.

He describes writing this book as more emotional than anything he has ever done. He wrote it through tears, in writing sessions and in the rewriting that followed, sitting with material that was painful in a way that professional analysis never is. The grief was real and personal and present throughout the process.

He also describes the book as having helped him work through that grief. The writing was not just documentation. It was processing, the particular kind of healing that comes from forcing yourself to sit with something difficult long enough to understand it and articulate it clearly enough for others to receive.

He hopes it will do the same for readers who are still carrying the weight of what happened.

What He Chose to Leave Out

Tom makes a statement in the introduction of the book that is, as he acknowledges, a rare act of humility for an author to make in the opening pages of his own work. He says directly that no single book can fully capture an event of this magnitude.

He left the story of Camp Mystic for others to tell. That decision was deliberate and considered. It reflects an understanding of the limits of witness, even informed and present witness, and a respect for the stories that belong most fully to the people who lived them most directly.

Making peace with that incompleteness required accepting something that is genuinely difficult for anyone trained in the kind of comprehensive documentation that risk management and legal analysis demand. You cannot capture everything. What you can do is bear witness faithfully to what you are able to reach, and trust that the parts you leave for others will find their tellers.

What He Carries Now

When he finished the book, having spent months inside his community’s grief and his own, something shifted. He does not describe it as resolution or closure, because neither of those things applies to what Kerrville experienced or to his own relationship with July 4, 2025.

What he carries now is a set of commitments. To remember the dead in ways that keep them present. To honor the first responders and the bus drivers and the local journalists and all the others whose courage and professionalism held the community together in the hours and days when it most needed holding. To insist on the lessons, because the science is clear that this will happen again, and the only meaningful response to that fact is preparation.

And to believe, because the evidence supports it, that a community which refuses to leave one another alone in grief is a community that will also refuse to leave one another unprepared when the water rises again.

That is what Kerrville has been doing. That is what the book is for.
