Homeowners association reserve funds exist for one purpose: to ensure a community has the money available to replace major assets when they reach the end of their useful life. In practice, many self-managed HOA boards treat reserves as whatever is left in the account at year end – a fundamental misreading of what reserve funding is and how it works.

Clayton Thompson, co-founder of HOA Start, a software platform built for self-managed associations, identifies the root of this gap as a mindset issue. Volunteer board members tend to approach community finances the way they approach their own household budgets – with a personal checkbook mentality rather than the longer-term, asset-lifecycle thinking that sound reserve management requires.

“The most common mistake is treating reserves as whatever money is left at the end of the year,” Thompson said. “That’s not a reserve. That’s just money sitting in a bank account.”

The Political Pressure to Underfund

Reserve funding levels are rarely set in a vacuum. They are set at budget meetings, in front of homeowners who do not want their assessments raised. The pressure to keep dues low is immediate and tangible. The consequences of underfunding reserves are deferred and invisible – until they are not.

A board that holds assessments artificially low generates goodwill in the short term. The financial gap that results may not surface for quarters or years, and may fall on an entirely different board to resolve. “Keeping it artificially low creates an immediate political benefit,” Thompson said, “while the consequences may remain invisible for quarters or years.”

The board members best equipped to hold the line on reserve funding are those who understand what a reserve study actually measures – and many boards do not.

What a Reserve Study Actually Measures

A reserve study is not a savings recommendation. It is a formal inventory of a community’s physical assets combined with a financial plan for replacing those assets at the end of their useful life.

A reserve study professional assesses each asset – roofs, pavement, pool equipment, irrigation systems, structural components – estimates its remaining useful life, and calculates how much it will cost to replace at the point of failure, accounting for inflation and rising construction costs. The result is a contribution schedule: how much the community needs to set aside each month, starting now, to have the funds available when each asset requires replacement.

Thompson notes that construction costs consistently outpace what boards expect. “They think a roof should be $10,000,” he said, “and the cost of a roof now is $30,000.” A reserve study that has not been updated in several years may significantly understate the funding required – and a board contributing against an outdated figure is underfunding against a target that is itself too low. Reserve studies are typically recommended every three years for this reason.

Planning Ahead Rather Than Reacting

The shift from reactive to proactive reserve management comes down to visibility. When a board can see its current reserve balance, scheduled contributions, expected asset replacement dates, and updated cost projections in one place, it can model decisions before they become emergencies.

Thompson describes this as the core value of having the right financial infrastructure in place. “The board can see the current reserve study in the software, the contributions, the expected replacement dates, updated costs – all in one system,” he said. “It can model decisions before they become emergencies.”

Communities that reach a major capital expense without adequate reserves face limited and costly options: special assessments that can run to tens of thousands of dollars per homeowner, loans, or deferred maintenance. None of those outcomes is inevitable with the right planning in place from the start.
