At China-Science Shengchuang International Technology Development Center, a national-level platform for technological achievement transformation, the name Feng Yingchao, Chief Review Expert for Industrial Design Technology Achievement Transformation, is often associated with “rigor, precision, and empowerment.” Over the past five years, he has worked diligently on the frontlines of review work, assessing 327 core achievements in the industrial design field, selecting 56 high-potential projects for the national key promotion list, and helping these achievements generate an additional output value of approximately 1.28 billion yuan. Among them, 17 technologies have found their way into the international market, securing potentially over 30 million US dollars in overseas orders, positioning him as an important link between technological innovations “in the laboratory” and their practical application “on the production line.”

“Review is not simply a ‘pass/fail’ judgment, but about finding the right ‘landing path’ for achievements,” Feng emphasizes. Drawing on more than a decade of experience in industrial design R&D and operational expertise across more than 20 enterprises, he has developed a three-dimensional review system, “Technological Advancement, Industrial Feasibility, and Value Creation”, with each dimension refined into measurable, verifiable core indicators. This system has significantly transformed the traditional review model that emphasized theory over practice.

In the technological advancement dimension, Feng focuses on 8 key indicators, including core patent innovation, technical barrier depth, and industry adaptability, establishing a “hierarchical rating system”: Class A achievements are expected to feature original technological breakthroughs (core differentiation ≥30%), while Class B achievements should reach domestic leading standards with at least 3 core patents. During the 2024 review of the “Industrial Design Digital Collaborative Innovation System,” he analyzed core algorithms and verified technical parameters, discovering challenges in cross-regional collaboration latency (originally 1.2 seconds) and cross-border compliance adaptability. Despite its advanced technical architecture, the system did not fully meet international market demands. Ultimately, he assigned a “Class B+ (promote after rectification)” rating and attached a 3-page detailed optimization plan.

The industrial feasibility dimension prioritizes four core factors: investment payback period (required ≤3 years), policy alignment, supply chain compatibility, and market demand volume. Feng places particular emphasis on providing tailored recommendations based on regional industrial foundations. When evaluating a “Precision Industrial Intelligent Design System,” on-site verification revealed that its cost calculation model for the Southeast Asian market had not accounted for localized raw material price fluctuation data, leading to a 5.8% error that directly impacted project profitability. Leveraging his own experience in technical licensing in Southeast Asia, he advised the enterprise to integrate local supply chain databases from Thailand and Malaysia, optimize exchange rate hedging algorithms, and recommended 3 compatible component suppliers. After rectification, the model error dropped to 2.7%, allowing the project to more closely align with industrialization requirements.

In the value creation dimension, achievements are evaluated comprehensively across economic value (revenue growth, cost reduction), ecological value (carbon emission reduction, resource conservation), and social value (job creation, industrial upgrading). Key promotion projects are expected to excel in at least two of these areas. When reviewing the “Green Material Intelligent Selection System,” Feng calculated that the technology could help manufacturing enterprises reduce material waste by 22% and carbon emissions by 30%, while boosting employment among environmentally friendly material suppliers. He subsequently designated it a “Class A Key Promotion Project.” To date, the system has been implemented in 23 auto parts enterprises, saving approximately 150 million yuan in raw material costs.

Over five years, Feng’s review work has taken him to 15 provinces across China, with on-site verifications at 37 enterprise production bases. He has compiled over 500,000 words of review reports and proposed 189 optimization suggestions, many of which have been adopted and implemented by enterprises. A standout example is the “Industrial Design Digital Collaborative Innovation System”: following his recommendations to add VR/AR virtual design interfaces, supplement North American UL safety standard testing modules, and optimize cross-regional collaboration latency to 0.4 seconds, the system eventually obtained EU green design certification and secured a long-term cooperation with Germany’s Robert Bosch GmbH, achieving potentially 1.5 million US dollars in cross-border revenue. Its technology has since been applied in 6 sectors, including smart home appliances and auto parts, covering more than 10 provinces and 3 overseas markets.

Another notable case is the “Industrial Robot Distributed Collaborative Debugging System.” After Feng identified issues such as slow fault warning response (originally 2.3 seconds) and insufficient multi-device compatibility, the enterprise optimized its algorithms, reducing response time to 0.8 seconds and enabling compatibility with 8 major industrial robot brands. The system ultimately secured 2.8 million yuan in technical licensing revenue and helped the enterprise successfully apply for national high-tech enterprise certification. “Professor Feng’s review comments were incredibly helpful; he not only tells us ‘what’s wrong’ but also teaches us ‘how to fix it,’ essentially providing a free technical consultant for achievement landing,” noted a responsible person at the reviewed enterprise.

Beyond constructing a scientific review system, Feng took the lead in revising the Guidelines for the Evaluation of Industrial Design Technology Achievement Transformation, adding 15 quantitative indicators such as “cross-border compliance adaptability,” “green low-carbon metrics,” and “SME suitability.” This guideline has been adopted by industry institutions in 12 provinces, including Beijing, Guangdong, and Jiangsu, becoming a leading reference for local technological achievement reviews and driving the industry’s shift from “experience-based judgment” to “data-driven evaluation.”

As a multidisciplinary expert with expertise in R&D, enterprise operation, and review, Feng deeply understands the bottlenecks in achievement transformation. He spearheaded the establishment of a closed-loop “review-empowerment-landing” service system, opening up his network of over 200 industrial chain resources and 30+ policy application channels to connect high-quality achievements with upstream and downstream partners. Over five years, he has organized 3 industry innovation forums, facilitated 26 university-enterprise cooperation projects, and driven 23 traditional design enterprises toward digital and green transformation, with 8 of these enterprises achieving annual revenue growth exceeding 35%.

“China-Science Shengchuang’s status as a national benchmark for technological achievement transformation can be attributed to the review work of Feng Yingchao’s team,” commented the platform’s responsible person. “He understands the ‘depth’ of technological R&D, the ‘pragmatism’ of industrial operation, and the ‘accuracy’ of market demand. His review opinions have become a ‘gold standard’ for achievement industrialization, policy applications, and financing cooperation. Over five years, projects recommended by him have achieved an industrialization success rate of approximately 47%, far higher than the industry average of 17%, truly realizing the goal of ‘review one, mature one, land one.’”

“Future review work will focus more on national strategic needs,” Feng stated. He plans to optimize the review system to prioritize three key areas: “precision design digitalization,” “green design innovation,” and “intelligent design collaboration.” His goal is to select 15-20 highly competitive achievements annually, driving more Chinese industrial design technological achievements to expand nationwide and globally through resource connection and technical empowerment. Industry experts note that Feng’s review practice not only provides a “replicable, promotable” standard model for national-level technological achievement transformation but also bridges the “last mile” between technological innovation and industrial upgrading, injecting strong momentum into the sustained development of the industrial design industry.
